This includes our comprehensive Phase 1 and Phase 2 Environmental Site Assessments (ESAs), designed to protect your investment in Central Florida’s dynamic real estate market.

Phase 1 Environmental Site Assessment (ESA)

Our Phase 1 ESAs adhere to ASTM E1527-21 and FDEP standards, offering a thorough evaluation of potential environmental risks for properties in Tampa, Orlando, and Fort Myers. We identify historical and current environmental concerns, such as past industrial use or hazardous material storage, to safeguard your investment.

  • Comprehensive site history review using historical records, aerial photographs, and regulatory databases
  • Interviews with property owners, occupants, and local officials for firsthand insights
  • Detailed reporting that meets All Appropriate Inquiries (AAI) requirements for due diligence

Phase 2 Environmental Site Assessment (ESA)

When a Phase 1 ESA identifies potential issues, our Phase 2 ESA provides in-depth investigation through environmental sampling. Serving Central Florida businesses, we deliver actionable insights to address contamination concerns efficiently, ensuring compliance with environmental regulations.

Permit Management and Compliance Reporting

At J&WC Eco, we specialize in managing the entire lifecycle of environmental permits and ensuring ongoing compliance with regulatory requirements in Central Florida, including Tampa, Orlando, and Fort Myers. Our services include obtaining necessary permits, facilitating compliance reporting, and providing support for sample testing and analysis, ensuring your projects meet stringent FDEP and federal standards.

Key Permits We Handle:

  • Environmental Resource Permits (ERPs): Required for activities impacting wetlands, surface waters, or stormwater systems, managed through FDEP and water management districts (SWFWMD, SJRWMD). We handle exemptions, general permits (e.g., <10 acres), and individual permits, including stormwater plans, mitigation, and public notices.
  • State 404 Permits and USACE Coordination: Due to a federal court order issued on February 15, 2024, Florida’s State 404 Program is currently paused. The U.S. Army Corps of Engineers (USACE) has resumed authority for Section 404 permitting for dredge and fill in waters of the United States. J&WC Eco provides expert coordination with USACE for Nationwide Permits (NWPs), individual permits, and exemptions, covering projects like commercial developments, utility installations, and restoration. We prepare pre-construction notifications (PCNs), alternatives analyses, and mitigation plans, integrating with ERPs for streamlined compliance.
  • NPDES Permits: For discharges of pollutants into waters, including industrial, municipal, and construction stormwater (>1 acre). We develop Stormwater Pollution Prevention Plans (SWPPPs), notices of intent (NOIs), and ensure compliance with EPA and FDEP standards.
  • Air Permits: Including Title V Operating Permits and Construction Permits for facilities with air emissions (e.g., VOCs, NOx). We prepare emissions inventories, modeling, and compliance certifications per Clean Air Act requirements.
  • Hazardous Waste Permits: For generators and treatment/storage/disposal (TSD) facilities under RCRA. We manage waste classifications, notifications, manifests, and biennial reporting for compliance.

Compliance Reporting Services:

  • Electronic Discharge Monitoring Reports (EzDMR): We assist with submitting DMRs electronically via FDEP’s EzDMR system, ensuring accurate and timely reporting for NPDES permit compliance.
  • Stormwater Reporting: Managing reports for Municipal Separate Storm Sewer Systems (MS4) and construction stormwater permits, including annual reports and monitoring data submissions.
  • Annual and Periodic Reports: Preparing and submitting reports for air emissions, wastewater discharges, and hazardous waste management to meet FDEP and EPA requirements.

Sample Testing and Analysis:

We partner with accredited third-party laboratories to provide comprehensive sample testing and analysis for soil, groundwater, and air. Our team coordinates all aspects of sampling, from field collection to regulatory-compliant reporting, ensuring your project meets environmental standards.
